Read the two reports together
One report gives observation-asset positions; another gives target bearings relative to those spotters. The information only becomes useful when you use the spotter coordinate as the origin of each bearing line.
If you receive a distance
Switch from a bearing line to the compass/range-circle method. The target lies on the circle, and a second report supplies the intersection needed to reduce the possibilities.
